The current version (1.1 or later) can program the serial EEPROM if it is an Atmel AT17C65/128/256. The XS Board cannot program a Xilinx serial PROM so you will have to get a device programmer for that chip. But the FPGA on the XS40 Board can be configured using either type of serial EPROM.
