Programming a XILINX serial EEPROM using the XS40 Board

Q:

Why can't I program a XILINX serial EEPROM with the XS40 Board? I think XC17CXXX & AT17CXXX are compatible. There is an answer on compatibility questions from http://www.atmel.com/atmel/fpga/fpga10.html:

      Question: Are the Atmel part compatible with the 17CXXX series devices I am

      Answer: The AT17CXXX devices are pin and functionally compatible with all
      available 17CXXX parts from Xilinx, Altera (EPCXXX) and AT&T.
      

A:

Yes, they are FUNCTIONALLY compatible. You can configure an FPGA using either XILINX or Atmel serial EEPROMs. But the 17CXXX devices have different programming requirements than the AT17CXX devices (Xilinx devices require a 12 V programming voltage while Atmel devices only need 5 V). So you only the Atmel devices can be programmed on the XS40 Board. You need to use an external programmer to load a XILINX EEPROM and then you can use it in the XS40 Board.
